At no point did he stop fighting the submission. If you watch the clip, it looks like he might have had a flash knockout from hitting his head on the canvas and not from being out from the guillotine. Even if you give someone your neck to let them voluntarily choke you out, it takes a few seconds to go out, and he wasn't in it that long.
