Final Forms with capital F are dictated not by story or power, but by marketing and merchandise. Many people still fail to understand this simple fact. The primary Final Form is determined by three criteria: - They involve toys that must generally interact with an aspect of the main belt, - They must be retail release to be accessible to the primary market that are the kids and their parents, and - They debut in the 4th quarter of the toyline, therefore the show. TaJaDor does not meet the third criterion, and so is a penultimate form, albeit a very powerful one and equally important in power and symbolism. But it's still a penultimate form. The three bendings of this rule are Kuuga, Hibiki, and Kiva. - Kuuga: They hadn't hammered out the tradition yet, but he otherwise fulfills the criteria - Hibiki: Because Hibiki doesn't use a belt to begin with, the Armed Saber is a fully independent toy. - Kiva: Emperor Form was rushed due to the need for Seiji Takaiwa to wear the base Kiva Form suit less and less, hence the Emperor's overuse to the point of becoming default as the show went on. Were it not for that, Emperor would have most likely debuted later. And no, do not bring up the fact that Momotaros used Liner in the Wizard episodes. That made no fucking sense, and he didn't naturally transform into it anyway.

It's the liner vs climax discourse all over again. Narratively liner form has the strongest story because it's Ryotaro learning to stand on his own. But statistically Climax form is the strongest form, which is confirmed by Ganbarizing stats (even though it's a midseries form). Give or take cho-den-o and strike form, which is movie spaghetti

The final forms have never really been about who the strongest or even the most narratively important form. They generally are, but anyone who's been following this franchise should know by now it's about marketing and toy production. People seem to forget that it's the TOYS that generally determine forms in the show. The most consistent element of what is dubbed the "Final Form" is that it's the upgrade of final quarter of the TOYLINE, with a toy that interacts with an aspect of the belt. Thus, it debuts in the last quarter of the show There are four exceptions to this rule, due to their special circumstances: - Ultimate Kuuga = the trend had not yet been perfected - Armed Hibiki = the unorthodox toyline meant that the Armed Saber had to be independent of both the Onsa and the belt. - Kiva Emperor = It was bumped up to the mid-20s for the sake of Seiji Takaiwa's well being, because he couldn't stay in the undersized Kiva Form suit for much longer. This is why Emperor was so overused later on that it was the default. - Decade Complete = technically, but since the show was only 31 eps plus a movie, it's technically debuted in the last quarter of the show. But otherwise, this disqualifies: - Climax, Tajador (debuts in the 3rd qtr) - Rising Ultimate, Chou Climax, Super Tatoba, and Tajador Eternity (post-series forms) - Fusion States, Cross-Z Build, and Ohma Form (movie forms) - Ohma Zi-O and Ark One (has NOTHING to do with the normal belts, plus, they're P-Bandai post-series releases. What Japanese parent will buy them for their kid when DX is already a luxury?) - Violent Emotion, Realizing Hopper, and Wonder Almighty (other than Violent Emotion's eyes, still basically and visually the same as the base form)

But when Sougo has all of KR's power, Tsukasa can't use complete form. But in KR Zi-O the movie, Tsukasa can use complete form because Sougo in movie use Ohma form and he doesn't have power of all of KR.

@@vatvuantho9318 Well in the movie, it's an alternate universe, which means Decade in the movie is not the one in the tv series. You can see he doesn't have the neo driver. That Decade is simply summoned by Zi-O like other Kamen Riders. So logically speaking, Decade in tv series never has his full power, which is why he can't use complete form.
