It is used heavily in Anime productions and dance video games like DDR. Since those are very popular in Japan, this music often has Japanese references and anime characters in the song vids. The genre started in Denmark in the '90's with singers like E-Rotic, SMiLE.dk (Swedish female singers from Denmark) and others. The groups are overwhelmingly female singers.
