They orient their runs at different angles.

they should add two bombs from the eagle airstrike followed by a stronger and dense strafing gatling barrage. This would give it more utility and a different orientation of attack when compared to the original eagle airstrike without overpowering it. Match the uses as well. If they made it more dense and powerful of a strike without explosions I still feel like it would be underpowered.

Nah It has it's purpose too. Bugs usually run for you in that prolonged formation. You throw cluster - won't kill them all. Strafing run though can make this possible. I like it as "get off me" type of stratagem. Cluster is too dangerous to use it in this manner
