Admittedly, he wasn’t some sort of political genius, and Russia join World War I well it’s foreign policy was partially under his control, but he was not the primary instigator. In fact he actually blocked demands by more nationalistic parts of the government to be more aggressive in his stance towards the Balkans. During the Civil War, he was a component of the White government. However, his job, foreign minister, doesn’t really seem like the portion of the government that lost the Civil War. In fact, under his watch, his government received military support from a ton of different nations. The real problems of the white movement were such things as internal political schisms, military incompetence, and an inability to get people excited about the movement.
