U need a battalion chief O/S to get it under control but its a really good vid have like all the heavy rescues on the out skirts of the city blocking out every junction leading in and on each side the rescue squad's push in check buildings and houses, then a ladder and 2 engine co's attacking that fire ems have an outpost in the center of the city mainly targeted at spawn with bottles of water etc. Station 2 should all its tankers supplying the engine co's and ladder attacking the fires the remaining Engine co. check for downed power lines, ladder co. get the aerials up to windows checking for trapped because there wont be enough rescue squad, the captain cars etc would check for downed powerlines and broken gas meters, all the rescue squads in the city would established that perimeter and search, thats how i would handle it p.s sorry for the SA
