I have not actually carved it, it was the last project someone sent my for help with. But i would seperate the stars and firefighter into 3 separate, run the stars and firefighter with a 60 or 90⁰ vbit make sure to set z zero for the bit directly on the union to carve stars, and set a new z zero over the firefighter for that carve. Then use a 1/8" endmill only for the stripes.
