Beautiful job, but for preemie your chain should be 21 +1. The size you made is more for newborn. I make hats for the preemie and newborn departments of my local hospitals and that's the sizes we have come to trust.

You can make how many rows you need to get size what you need. If you want make 10" hat then stop when you have 10" if more inches then more rows. You have to measure.
