Plinth beam generally provided at the ground lvl..as it reduced the length of the from the top..to the footing..so it reduces the moment capacity..produced by column...but in case of eccentric footing generally non-uniform soil pressure occurs from the bottom.and chances of differential settlement generates..... therefore to get the uniform pressure from bottom..we provide the strap beam...and connect it with internal footing..hope u understand..the concept..
