The rent alone should be around 1800 to 2500 Euros depending upon the location. The groceries can be around 400 Euros. Dublin is costly but the salaries will be higher as well. If you could give me the domain and expertise he is working on, I can suggest the right salary for Dublin. 3.5K is too low for Dublin. You can survive but cannot save anything.
