Tapping is provided in high voltage side because 1) Fine voltage regulation is possible with high voltage winding as it carries a large number of turns. 2) The low voltage winding of the transformer carries a large current.
Tappings are generally provided in high v/g side because high v/g side is low current then result is low sparking and high v/g side is more number of turns then result is easy to tapping.
There is practical problem also to apply tapping on LV side because of LV winding is inner layer of wind and HV is outer layer of winding. How tapping could be possible on inner winding near to core? right and practical answer is tapping is always provided on HV winding.

Q. No-1 sahi ans hai power. Transformer voltage, current and frequency sabhi transfer korte hai primary to secondary side. Voltage and current up or down hota hai but frequency remain same both side. If there is no frequency in supply line, then the supply line is pure DC line, but transformer can't transmer DC line primary to the secondary side. Transformer can't passes only voltage or only current. Transformer means transfer of power, primary to the secondary side. Secondary side power is always less than primary side, because there are many losses.
