do the anode and cathode have to be on specific sides?

yes well not exactly like left or right but depending on the battry, if the negative side of the battery is connected to the anode then the electrolysis will fail.

Sorry for the late reply - just back online after Summer! It is because you have a halide - Br-. If there is any halogen, it will move/form first, before the hydroxide ion.
