Proposals for emissions-based motorcycle parking charges Bath and North East Somerset- update
Currently in Bath and North East Somerset council car parks and on street parking motorcycles are exempt from charges, we believe this should remain. This council are proposing parking charges based on tail pipe emissions to bring it in line with the current policy for cars. The DVLA however holds no emissions data for 91.5% of all registered motorcycles. Which means the majority of motorcycles when using emission-based parking will be charged on their engine capacity, a motorcycle that is over 600cc will be charged the same as a car that is over 3 litres.
Bath and Nort East Somerset’s own parking strategy document states:
‘The use of motorcycles is increasingly popular due to their ability to bypass congestion, fuel efficiency and ease of parking. The also produce significantly lower emissions than cars and so have positive impact on air quality as well as congestion levels.’
Yet the plan is to charge the vast majority of motorcycles significantly more than they would for a car with the equivalent emissions.

These people must engage in proper discussion rather than impose a system on the basis of dogma. They must present evidence based arguments which, if either non-existent or incorrect keeps the free parking. We had consultations here in Croydon with a clear majority rejection of LTNs yet these were imposed anyway. ULEZ extension the same. There seems to be no accountability and that must change. Eco zealots cannot be allowed to dictate.

Heres a twist: if one person make the decision - then they will be liable for criminal charges in the future. It's worth fully understanding that mandates and policies are NOT enforceable under common law. This baffles me. 1. Motorcycles are not becoming more popular. Bikes sold, miles ridden and test passes have been stagnant for several years. If anything as the average age of bikers and the huge expense of getting a licence and running a bike rises, more people are leaving than joining biking. 2. Charges are generally brought in to generate revenue rather than ease congestion or improve air quality. Given there are approximately 30 cars for every motorcycle (at any capacity) then the increased revenue is modest at best. 3. The cost of the scheme is therefore likely to approach or even exceed the revenue. So what’s the flipping point other than doing it just because they can?

Checking my V5 for a bike purchased in 2024, it has no Data for CO2, Nox or particulates, yet they are all available from the manufacturer, which means I would be charged a higher band due to the engine CC. Living on the other side of the country, I thought there was no point filling out the consultation in Bath, but changed my mind as I realised this will likely spread if we do not start making waves from the start.

This is shocking. I live outside of Bath. I commute into work everyday on my motorbike. I’m 37 and I am already finding that my salary is stretched at times to breaking point. I chose my form of transport because it was affordable and reliable and I was independent of the terribly unreliable public transport service. Not only that but due to mental illness I strongly feel that the independence that I feel from riding has saved my life. I can’t believe that council has the ….. to sit in its ivory tower and pass a decision basically because they can and no one can stop them. I have had my say on the consultation but I am not hopeful of the outcome.

I liked your ride down Pershore lane, Martin Hussingtree to Evesham. Very good listen and especially to the ignorant views of that woman, who clearly has a 'bee in her bonnet' about Motorcycles. I live in Kempsey, and have a collection of old and newer bikes. I used to be involved in the Motorcycle Industry and would like to help, if I can, more than just being a MAG member. Can't get the Website for Bathnes that you gave to work! It is all irrelevant. Because we all wear crash helmets that circumnavigate all the facial recognition cameras suddenly popping up everywhere presumably for pay per mile motoring. The result of which is that we as motorcyclists are going to be hit from all sides with all kinds of BS rules/regs/charges/taxes etc. until we all do as they hope and just throw in the towel. We need to join forces with all other road users and dismantle the Big Brother network if we are to stand any chance of changing things for the better.

We all tend to forget that we, the customers, have all the power in this matter. If they introduce a charge simply cease to visit. I simply don’t visit places where I have to pay to park car or bike. If everyone did the same then they would have to recognise that there are consequences for their greed. Wait and see how the local businesses respond to this kind of targeted robbery. The customer really is king. 😂

Look at Town and City centres around the UK. They are failing, because people have, with their hard earned money, chosen to buy cars and bikes(of all types) into which they have poured expensive fuel, they have paid expensive Road Tax, expensive Insurance and they don't want to have to sit on irregular public transport (with it's current dangers) or have to sit alongside 'smelly' people they don't know. It is the people's choice and there will be another chance, at each local election and any bi-election, to show your own choice. Do your research and find out which Candidates and Parties are against this ridiculous 'NetZero policy, which is not only making the whole Country poorer but trying to remove our hard earned freedoms.

Just completed the survey as I live in the dreaded Bath and North East Somerset (B&NES). We all know what the outcome will be!! The councillor on the video says it all. Also, as I live in Bath you see daily the impact these public servants are having on this City. Jeez, its so frustrating. Thanks for the video, highlighting the issues, really appreciate the work of MAG. I've done my bit, but won't be holding my breath, as you said, that it will be a single person with the power to implement these changes. How is that even possible? Signed Depressed of Bath!

Given that there is no scientific logic to the proposed emissions based charges another much more sinister motive emerges, Is this a move to discriminate against motorcyclists as a cultural group. I have raised this issue in my reply to the consultation document because without scientific evidence for the council’s actions to impose such charges is discrimination.

I think someone has made a decision based on no knowledge of motorcycles and still thinks of smokey 2 strokes from years ago. If someone took legal action over this they would be laughed out of court with no credible evidence to back up their proposals and we all know in the UK bikes do not have emissions checked at the mot and are taxed by CC so most bikes do not have the factory stated emissions when sold here. Only the ones sold recently have the euro standards. Also at the moment electric motorcycles are manly in the moped/scooter types with very limited range and there are not really any larger ones with mush of a range over 100 mls so they won't sell.

I’m sure I’ve read somewhere, in relation to climate change, that co2 is not a pollutant. It may contribute to atmospheric warming but its not a polluting gas.

I sold my Kawasaki Z900RS a few months back, and I was looking to get a sports bike from the 1990s, something like a CBR 600 or Kawasaki ZX6R. But checking the ULEZ schemes, these bikes are still not exempt. There are some lovely examples of 600cc bikes at the moment, but it's the ULEZ charges that make me still use my mountain bike. At least I stay fit, and have a nice bum.

5:00 Hang on, hang on... how the Hell did they figure that out?! Even if you know nothing about bikes, cars or engines - basic common sense says that motorcycles should be mapped to a lower size car, not higher. Motorcycle: Lighter, smaller, majority of the weight is the engine Car: Heavier, larger, most of the weight is the rest of the car The more an engine has to work, the more it consumes and less efficient it is. So any engine on a smaller, lighter vehicle will be more clean and efficient than on a larger one. Did nobody on that entire committee think their idea seemed completely off? Or did they just think "Zoomie thing goes fast, is big engine for brrrrrr".

Been up against the council types many times one particular instance a Director of Technical services David Green ( ex Wirral Borough he was famed for being mentioned in dispatches of the Spectator) who's only qualification was a swimming proficiency certificate, this chap operated his theifdom based on coin toss research methods and yes the coin was heads on both sides. He and his un business like power brokers (early retired public sector John Harvey Jones types) would oppress any questions from those that paid the wages. In short I wasted years of my life pushing back against corrupt, incompetent and bone idle types. I take great pleasure in riding my Bike and that will not sit well with there kind they only like what they do and will not share. Sorry to be so negative but my lived experience with governance has marked me for life like PTSD. Good luck with the matter.

I think the point is clear by now; they want less and less vehicles on the road and will make vehicle ownership increasingly difficult. I saw recently a forecast that AI will take 80% of jobs in 5 years or so, imagine all those people with all that free time, trying to use the roads at the same time. These are crazy times.

Somebody with enough influence decided to charge motorbikes, because it would generate additional revenue for the council. They grabbed some people who have no clue to run the project and it will be introduced. As the amount of bikers probably already so low and insignificant, it is more an inconvenience for bikers and generates maybe a few hundred quid for them per week.
