He means from the beginning of when the AP World History: Modern course starts (which is c. 1200). So from 1200-1450, Europe is behind the Muslim world and China in terms of wealth, technological development, knowledge about the natural world, etc. The Roman Empire was obviously the most powerful empire in the *ancient* world, but it collapsed in western and central Europe in the 400s. So from about 500-1450 Europe was "about as significant as a hill of beans" compared to other major powers in Asia, north Africa, etc.
