In 2014, Congress passed the Achieving a Better Life Experience (ABLE) Act. ABLE accounts allow people with disabilities (on SSI, SSDI or with a qualifying doctor's note) to save money that is not counted towards asset limitations set by means-tested benefit programs such as Medicaid or SSI. “Asset limits” prevent people with disabilities from saving money beyond $2,000 (a typical asset limit) and planning for their future. To qualify, their disability must have begun before their 26th birthday. The disability must be long term (lasting at least 12 months), and it must cause “marked and severe functional limitations."
ABLE today is a major effort to improve the financial well being of millions of people with disabilities and increase the number of people with disabilities who hold ABLE accounts. Supported by the National Association of State Treasurers Foundation (NAST Foundation), this major initiative promises to improve wellbeing across the disability community.
