Azul’s business owner title holds more weight outside of school than Riddle’s dorm leader/ house warden title, so he has an edge. But In the context of their situation, without any of the titles they are both equal in magical power only. Riddle is inflexible it does interfere with his magical ability, which needs more creativity to effectively utilize. It’s like a One Piece devil fruit, where no matter how strong the fruit is, if the user isn’t creative than the fruit’s power can’t reach full potential.
