Because there are many people with cheap labor like China. Most of the creative works like the actual creation of characters and effects will NEVER be done in India. Because India lacks the talent for it. Only very few are talented, many are just mediocre and so you get shitty CG in Bollywood. Some CG may seem good because they give it to studios in the US or some Americans who reside in India do the work for them. For ex rajamouli's work mostly involves one studio by many Indian artists but is supported by a British lead artist. But Indians will get there eventually. In another 15-20 years, Indians will be of "Hollywood" level quality of 2000 or 2010.
