Might wanna take the point out of frost witch, you used it barely once per fight. For pvp, especially melees, i think going surging totem is better. It gives a nice shield, and like you said in pvp the fight is over before you even get to tempest strikes half the time.
I've been playing Enhance since this game came out and for me, personally, Our dmg in pvp is so terrible, probably the worst it has ever been; I can sit on a target for what feels like minutes without being cc'ed in anyway yet everyone is doubling or tripling my dmg Defensively we are better now with Stonebulwark and being able to increase astrals reduction or reduce its CD but we need a sersiouse dmg increase to compete.
I've done a few with it, it makes windfury very powerful and the totem does some solid damage, the only part i dont like is the totem. but with the changes i think Totemic might be better for pvp, specially since Windfury is getting that 60^ buff
