"Bitte eine Rolle fünfunddreissig Liter Gebührensäcke" would be perfect. You ordered one bag, not a roll of bags, so plural would fit better. "Abfallsack" is ok, but you could still buy cheap bags without the fee. So, "fee bag", "Gebührensack" would be even clearer.
Wir in der Schweiz sagen "Abfallsäcke" und nicht "Gebührensäcke" ....dass ist nicht Deutschland hier. Und wenn man an der Kasse um Abfallsäcke fragt, dann weiss jeder dass es die teuren sind, denn die billigen sind hinten in den normalen Regalen.
Your german pronunciation is pretty good but you should rather say " ...einen Apfallsack " than " ...eine Apfellsack" (it sounds like "apple bag"). Btw. I love your videos, they are so relaxing.
