I have a theory that Jax might be an npc, which could be why he's not attached to any of the other crew members (as shown by him seemingly being annoyed with the prospect of them holding a funeral) as he sees himself as different from the rest of them and responds to things differently as a result. Given that Jax has been there for a while and we're told by Caine that he's always updating the npcs, it's possible that Jax is an npc (probably a thief of some kind since we see in both episodes that he knows how to easily get access to other people's things) that managed to slip through and play it off as if he was like the others since he wouldn't have a reason to believe that he wasn't at the time anyway. Jax, given his characterization would've always been cunning and clever but perhaps he doesn't have the same emotional capabilities as the others because Caine didn't make minor npcs like that at the time. It also might've been easy for him to convince Caine if a)the circus was more crowded then, b)Jax didn't have many memories of his life which would match the experiences of the others, and less likely but still an interesting idea, c)Jax was the first npc to slip through and Caine only realized it was possible later on with someone else.

In that moment, the crowd gasped in awe as ForeverNeena's foot started slowly tapping against the ivory floor, until her head started to lesuriely sway to the music, as her face became a bubbly and enigmatic canvas, painted by the people of the Nation, and so, with utmost cries and cheers of Joy, the once stagnant and stern overlooker ForeverNeena rose from her throne, her movements graceful and fluid as she joined her subjects on the dance floor. Together, they swayed and twirled in perfect harmony, celebrating the joy of music and movement. And so, in the Neena Nation, it was not the sophisticated inventions or elaborate performances that succeeded in making their Queen dance. It was the heartfelt expression of unity and creativity that touched her soul, proving that the power of dance could bring even the most steadfast ruler to her feet* .
