I also used to think like that. But it only takes efforts to draft your documents in a best way possible to win this scholarship. If you have a decent CGPA and relevant project work, you have a good chance.
Mention how to target your significant universities and the application procedure (either it is individual for each uni or have to apply collectively). plus also explain if w can apply without ielts

Kindly follow the steps. Bht simple tareeke se btaya hai apply kahan krna hai. Aap ek jaga apply karenge bs and admission scholarship same time consider hogi. Alag se kuch nahi krna

Is it necessary to first secure admission in any university then apply for scholarship or we can simply apply for scholarship and after getting scholarship then we can take admission in any university?

Why this program has different locations? Is it necessary to move to another country for every semester? because it's difficult to move and settle after every semester?
Yes there is mobility, you have to follow. And it is different for each program. If you don’t like to travel then you can ignore this scholarship program and target an admission in a single university.
Watch some tutorials you will know. Motivation letter is a document where you show your aspirations, interest and reasons why you are applying for the particular program
