This is the other link's error of 403. The happen about the page or file has been locked. The server send you "Error 403", that's different between of the Link error 404; this link error means the client requests the path link / address is correct but the indicate page's owner is forbidden his/her page browse to the request's client (that you) browser! The problem is about the file itself, not of the link! You've to unlock the file and get the permission to yourself if you were the page's owner.
After the steps and you still got the error, clear the Cache history to access the permission.
