He will show mercy on whom, he wants to show mercy on. It means we cannot question who ever he shows mercy to and He has showed his mercy to all. He has decided to show this mercy to all and it cannot be questioned by anyone on the earth, above and beneath. Jesus showing forth to redeem man kind is a mercy to everyone. Titus says the grace of God has appeared unto all men. He has shown mercy to all because we have all sinned and Christ did not died for some he died for all. Anyone not benefiting from this, is not a question of God not showing him/her mercy. It is an issue with the person not receiving it. What did David understand before he used the word "Surely".
