For horns, you can use a video of a horn recording from your own personal library or somewhere on RU-vid. You can use many kinds of programs, but I like to use Audacity to record the horn from the video, splice it up, and loop it. Next, I will go onto the Lok Programmer software and upload the different parts of the horn. Lastly, after laying out my spliced-up horn into its state boxes and function, I will upload it onto any of my locomotives that have a Loksound V4 or V5 decoder installed. You will need to buy the ESU Lok Programmer firmware for that. This is just a brief explanation of the process. But there are a few videos out there on RU-vid such as SCL 3618's video on this topic which dives deeper into the process of how to make custom sounds/horns for ESU Loksound equipped locomotives.
