An interesting question! The MA includes the DP/Overlap/SvL so if you sent a request to shorten MA with a new MA which did not have a DP or overlap then I think it would only be accepted if the imposition of the new SvL (at the old EOA) would not push the train outside the relevant SBI curve. So, yes, I think it could work, but not aware it has been used that way.
