European Union leaders are poised to nominate Ursula von der Leyen for a second term as president of the bloc’s executive arm as part of a top jobs deal for the next five-year mandate. The agreement, which is expected to be approved Thursday, includes the election of former Portuguese Prime Minister Antonio Costa as head of the European Council and Estonian Prime Minister Kaja Kallas as the EU’s high representative for foreign affairs and security, according to people familiar with the matter.
