After 24 hours. Left for an overnight trip and let it run. Process was helped along by giving the area a quick wire brushing from time to time as it worked. Simply to help loosen the flakes as they freed up.
Clearly this panel is too far gone, but the process does work after some time. Please see the first part of the video for more details.
