Reasoning I've discovered: Grom's projectiles can't land on water simply because they would sink. Assuming he is throwing walkie talkies. you may wonder why the 4 directions the shot goes can go on water. My theory is that all brawlers are pretty talk and when the walkie talkie lands it just bounces over the water, of course no brawler could completely control their location on water for a good amount of time for grom to be able to always land the 'bounce' walkie talkie. Sprouts shots cant land on water for similar reasons, she is throwing plants, if plant lands on water it would either sink or float, causing no damage as it is floating.
