There were a bunch of Elements Chen didn’t need, like water, wind, and time. When Chen said he had every elemental power, my guess was he meant he had all the powers needed for his spell

It's been revealed that there are the three sources of elemental powers. Power that comes from the first spinjitzu master, power that comes from a creature called wojira, and power that comes from source Dragons. Chen only needed power that came from the first spinjitzu master for his spell. So if it Chen didn't need it it's because it didn't come from fsm

He didn't need every single elemental power, just those available at the time as ones like Creation, Destruction, Time, Wind, and more were inaccessible. Wu would never partake in Chen's schemes, Garmadon likely had little left of his power of Destruction after the Overlord used him as a puppet, Morro was still trapped in the Cursed Realm, the Time Blades were still lost in time, and the rest didn't exactly exist yet/were thought up after ToE.

I dint know but I find the concept of a interconnected lego world to be way past cool
