If there would be a remake of Paper Mario: The Thousand Year Door, there should definitely be a playable side story starring Luigi's adventures in the Waffle Kingdom, similar to the remakes of Mario & Luigi Superstar Saga and Bowser's Inside Story.
You missed one in Partners in Time. At Star Hill when the bros. talk to the “cobalt star spirit”, Baby Luigi is the only one to notice that the cobalt star spirit is actually Elder Princess Shroob in disguise because he starts bawling his eyes out
I always hoped for a Paper Luigi game, and I still think it would've been a good idea as a companion game to Paper Jam, showing what Paper Luigi did on his own
One thing I love about the characterization of Luigi is just how much he cares about Mario. We get an especially good glimpse at how much he looks up to Mario, his Big Bro, in Dream Team, while Mario is running around in the depths of Luigi's consciousness to find a hiding Antasma. It's a wonderfully weird sequence, but all these visuals and the "ambient" text floating around all illustrate that, while Luigi is indeed scared, he'll always follow his beloved bro to the ends the world and back. Mario's sort of his... role model, in that way, which is just so wholesome. In all the Luigi's Mansion games, Luigi is motivated despite how utterly terrified he is, simply because he wants to make sure Mario is okay. I honestly love the sequence that plays out before the King Boo fight in LM3, where we get to REALLY see Luigi and Mario's characters play off of each other. Luigi very much wants Mario to retreat to somewhere safe, but Mario, far more bold in the face of danger, insists despite Luigi's anxious protests to venture forth and save the Princess. But LM3 illustrates that sometimes, Mario's own enthusiasm and bravery are... not always a good thing. Mario has no idea a vengeful King Boo is waiting for the Bros., and we see Mario even come off as a little reckless - jumping ahead as he always does, while Luigi anxiously follows behind, not even able to jump with the heavy Poltergust on his back. Only for Mario to get captured yet again, Luigi's cautious methods actually being what's necessary in such a situation. And of course, there's so many scenes in the RPGs where they get separated, and reunite with a heartfelt hug. (Luigi even being moved to tears at one moment during Inside Story!) We don't see it often, but the Bros. are more than just a team: they're family, and they really do value each other. Mario is always looking out for Luigi, and Luigi will go through thick and thin for Mario. It's part of why it's always so cool to see whenever they work as a team (primarily in the RPGs) in such perfect sync. No matter what happens, they can always rely on each other - and will rush into action when it's clear just one Bro. won't cut it.

We all know about Luigi in Mario Kart 8. You know what I mean. Plus he had to rescue 25 cities in the PC version of Mario is Missing as opposed to 15 in the SNES version
Fun fact: There's a rom hack of Super Mario RPG called Super Luigi RPG Star Powered. It makes the game harder and replaces Mario with Luigi and Peach with Daisy. I recommend checking it out if you're interested

Luigi’s storyline isn’t canon in Super Mario Galaxy though simply because there aren’t 2 Luigis a future remake needs to fix that or something where a Toad Brigade member is the one who needs rescued aside from the Luigi and The Haunted Mansion mission as it needs to be done where like in the sequel Luigi can be found in certain Galaxies and talking to him allows you to switch to him though for both games I would like for him to still be on the Comet Observatory and Starship Mario.
