Actually they DID show Surf being used outside the water in the anime once. I don’t remember the exact episode, but Ash and Paul were in a double battle tournament together and they went up against a Rhydon that used Surf. It basically just summoned a giant wave out of nowhere in the middle of an arena.

Actually, I think Aqua Tail is similar to what some Porpoises do when hunting fish. They swing their powerful tails at something in attempt to stun their prey. It works. And then Snipe Shot and its G-Max equivalent might be better explained via that Waterjet machine you've been showing the entire video. It's basically super compressed water designed for maximum piercing power.

Bubbles might look inoffensive but there's a thing called cavitation bubbles. These are bubbles are formed when there's a rapid change of pressure in a liquid, normal or alike to bellow the liquid's vapor pressure in a very small area. So they are filled with hot vapor and be surrounded by normal bubbles making they implode liberating all the energy they stored. And hot I mean slightly bellow the surface of the sun or more. And there are some species of shrimp can create those bubbles discharging 4000°C in their imploding. A fricking shrimp Imagine how hot a bubble made by a Dreadnaw or Kyogre can make by snapping their jaws (size might nref them actually, but pokémon magic)

You know, bubbles are actually pretty powerful, or they can be. Boat propellers are made of the hardest metals possible, but the bubbles created by the spinning of the blades still mess them up, they're easily covered in pockmarks from the tiny explosions. Also I want a gigantimax Inteleon.
Well I'm 40 seconds in and I already want an attack akin to Freeze Dry that instead of an Ice move that deals super effective damage to Water types, it's a Water type move that deals super effective damage to Steel types. Water Jet? Jet Cutter? RIP Heatran and Excadrill.
Somewhat related, somewhat tangential, but I really think Scald (and Steam Eruption) should be super effective against Ice-types, just to compliment Freeze Dry. I also think Ice should resist non-Scald/Steam Eruption Water attacks for the same reason Water resists Ice. It's just baffling how these two things aren't the case yet.
A lot of "signature moves" are learned by other Pokémon, but they can still be signature moves. For example, even though Leaf Blade is a very widespread move, I would still consider it to be Sceptile's signature.

Well, the Japanese name is technically something like hopping, like a fish pointlessly flopping on the ground, which is why Hoppip also learns it for being in character to pointlessly hop around, as well as Azurill, Spoink and Buneary.
Wailord is less dense than air, meaning that it would actually float like a helium balloon. This logically also means that it couldn't displace water so it would be terrible at splashing. Science!
Wailords splash is actually a water spout I guess. Also, why is water sport even a thing when rain dance is much better alternative to that move (it also powers up water)
Surf and waterfall, imo, are best represented in Smash, with the up special you mentioned, but also Squirtle's dash could be what surf may look like when just for movement
Fun fact: it makes sense that steam eruption is stronger than scald, steam hurts WAY more than boiling water, even if they are at the same temperature. The reason behind that is that when it touches your (colder) skin, it condenses. And the amount of heat steam it releases when condesing is (iirc) around 4 times the amout of heat you need to bring liquid water from 0 to 100ºC.
I'd argue Withdraw barely qualifies as a Water move, since most sprites for the move show the Pokemon being encased in an Oyster or Clam shell, and we can draw a speculation that the pokemon is using Water Magic to withdraw into a Clam or Oyster shell.

I can respect the man for the bits. I already did, other than some opinions on pokemon designs that I don't get agree with and won't get into, but the man got fully clothed into the bath, pretended to drown, and covered himself with honey. Absolutely phenomenal.
Fun fact! Just like how you can dive in the middle of nowhere of no body of water, in ORAS, you can battle pokemon that are flying in the sky and unlike X and Y' "Sky Battles", you can use any kind of Pokemon in these fights, in other words, you can send Pokemon like Primal Groudon to fight other Pokemon in the sky! (They are most likely falling in their death tho and they might even shatter the ground apart as soon as they land in the ground...)
speaking from experience despite popular belief getting salt water in a wound doesn’t actually hurt much more than regular water and its basically hydrogen peroxide without the tickling bubbles

People really underestimate the power of pressure. Not only can water knock you off your feet and break your ribs with a fire hose or cut through bone with a high pressure water cutter, but even high pressure air can cut through your skin and clothes in an air hose.

Sparkling aria and oceanic operetta is more like water bubbles filled with sound energy which then pops in the enemy’s face and due to the sound being very loud and compacted it hurts a lot via ear splits and explosions
Actually, in Pokémon origins, the mini hi quality series, Nidoqueen used surf by making a water sphere in either it mouth or hands (it's been a while for me) and slams it on the floor to create a wave. Think that was episode 3 or 4.

They do show surf out of the water in Pokemon Origins and in some short with a milotic that I can remember. It just summons a wave from its mouth/around it's body.
Regarding how bubbles can hurt, here's a thought: Perhaps it is psychological damage. There are moves like Confusion and Nightmare that more obviously affect the mental health aspect of HP, and (going off of the "bubbles are explosions" angle you brought up) explosions can be startling. However, since the explosions in this instance are from bubbles popping, it can explain why the move is so weak. Potentially gives another reason for why speed can be lowered: hearing explosions can make us more cautious. Alternatively, it might be causing damage via overstimulation of the opponent's senses (not too unlike Tickle), and the speed reduction is because they need more time to muster the energy to use a move.
To explain fighting under water and not dying The Pokémon manga shows that the move dive actually moves the water out off the way and that allows trainers to go to the bottom of the ocean!
A lot of water attacks focus on concussive damage. I mean a wave isn't too threatening when it's just moving you about button when it's powerful and slamming you into the ground or a wall that'll hurt. Not to mention like most things when enough pressures and force is utilized to concussion damaged is event greater.
Also water spout is very common on kyogre and wailmer and it's evolution wailord, because they are based on whales which shoot out pressurized water from their blowholes.
I feel like you could have talked about the Pistol shrimp when explaining the bubble moves, although that shrimp creates one singular explosive bubble whereas the pokemon launch a torrent of bubbles.
I think that the way the moves like surf, dive and others work when they´re not near water is similar to how rain dance works. The pokemon summons water/transforms part of the land such pokemon is in into water and they use it to attack others or hide themselves.
The Pistol Shrimp incapacitates it's prey by shooting a bubble that reaches the temperature of the surface of the sun, stunning and/or killing it. Maybe it's sun bubbles they're shooting.
