I don't think adults were ever really allowed to dress up as Disney characters at the parks. They don't want kids getting them confused with the official Disney characters and approaching people who aren't employees. They do make an exception at Mickey's Halloween Party at DisneyWorld, however (and they made a short-term exception this year at Magic Kingdom around October). That said, lots of people DisneyBound to the parks, which is perfectly fine. That means you're dressed "in-theme" like a character but, you're not in full costume. As long as you're basically still wearing normal clothes and wouldn't actually be mistaken for the character by a small child, you're fine! This makeup look would actually be great for a Wendy DisneyBound! All you'd need to do is tie your hair back with a bow and wear a cute blue dress! 😊
