Corruption first started with Nigerian leaders - the people at the helm of power - and SOME people saw it as a way of life; if they got into power too someday, it’d be all about them. But not everyone thinks this way. There are still law-abiding and honest people in Nigeria; people who have tried to contribute to society positively but these same corrupt leaders frustrate them.
