I've no real issue with these being in targeted areas but they need to make it very clear and obvious where they are being enforced. Inevitably that's not how they're being used and they'll be used to maximise council income.

It seems borderline illegal to give an unelected council worker the legal right to judge and fine cases without review. Is this basically admitting that MOT noise testing is not fit for purpose? There's enough people on a power trip in councils between clamping vans etc

Depends on how MOT noise testing works... if I pull away in first, change to second at 15mph, 3rd at 20-25, maybe 4th once I hit 30mph and roll around like that, I'd have no issues... If I plant my foot and hit high revs and 30 or beyond in first then I'm clearly driving like a bellend and that's simple to interpret... as he said at the end, drive as if your driving instructor is next to you and you'll be fine...

It’s amazing how you’ve got forensic level microphones (and cameras) positioned on street furniture. Which are sensitive enough to pick out a car from any traffic situation. Yet you are naive enough to think pedestrian conversation won’t be monitored. I take it people like you are on about their 10th jab thinking it’ll protect you from the bogeyman.

@@brianbadonde9039 astonishing that you think anyone would be remotely interested in the day to day mumbling of the average citizen, or that a fixed microphone bolted 12 feet up a random lamppost in a noisy street would somehow be better at the job of eavesdropping the contents of your weekly shopping list (don’t forget teabags) than the microphones already in your phone, your car, your headphones, earbuds, your tv, your computer, your tablet, your smartphone, your google / Alexa assistants, your video doorbells etc etc.

I understand and completely agree with how they are intended to be used but what’s to stop councils from giving out fines to anyone with a loud exhaust, even if they are driving/riding responsibly. As stated, they aren’t meant to end aftermarket exhaust systems but that doesn’t mean they won’t, can’t see them ever being used that responsibly by any council.

Nothing and it's a concern to law abiding citizens like myself when you can't get an answer to what is too loud or not. It's like saying tax evasion is allowed until a certain amount but not telling you what the limit is and then letting it be down to a subjective opinion if you get in trouble or not. My car has passed MOT so surely it's fine? If it's not fine then I'd get it quietened.

There should be a set limit, not through “someone’s judgement” because one persons “too loud” isn’t the same as someone else’s. Think about it. I have nothing against them just a bit more thought is needed

I'd bet those that receive fines for simple acceleration while driving standard vehicles can contest the councils suggested fine with the fact that the vehicles met and/or exceeded exhaust dB limits for vehicle type approval for use on UK roads.

Having these in residential area's i have no issue with. But down a dual carriageway takes the piss. So someone sitting with a speaker playing loud rev sounds is down to the camera operator to judge if it's their vehicle or not. Pipes save lives is 100% true. I hear a bike coming before i see it. When filtering through traffic a loud pipe can prevent cars from moving over and cutting off a bike that's unseen. Does it store audio from people walking past or only triggers and saves audio/video when it detects over a set limit.

My stock Aprilia RSV Mille will throw out just over 100db at 4500rpm (half way through rev range) when in gear, not speeding, not hard acceleration, not being anti-social, just riding along lawfully. Good luck trying to enforce these fines with ANY stock vehicle, unless you can prove intentional anti-social behaviour, or unlawful behaviour.

100%. Old cars never had much of a muffler system and were almost straight piped so again, Simone driving lawfully in a stock car may end up with a fine for doing nothing. Just another money making scheme for our governments huge debts which are growing

Not sure how I feel about these cameras. On the one hand I know how irritating it is to be disturbed by over acceleration and pops and bangs etc, but without proper legislation to define what is too much and then leaving it up to someone in an office (or perhaps worse, an algorithm) I think that is a pretty slippery slope.

@@IDONTDOMUCHATWORK I agree, that is exactly their intended use and what they’re designed for but my major issue, and one I’m sure many others share, is that the councils appear to have the only say in who gets fined, so yes, those that deserve to get fines will do, but so could anyone with a loud vehicle. The technology and intended use are incredible but the motorists trust in councils isn’t

ALL of the people who will ever operate these cameras having the same appreciation for responsible petrolheads, and not someone who thinks that anything modified is a boy racer and hates anything that isn’t a tesla or a bicycle. 2. It relies on every council that ever operates this device to site them responsibly i.e. in residential areas where the noise is actually an issue, instead of where they can get the most hits, i.e. next to changes in speed limit or on fast roads (similar to the open secret that safety camera partnerships will site GATSOs not at the points of a road where accidents happen, but at the points at which they can catch the most people) Giving people who are not police officers the ability to enforce road law is frankly wrong, and giving them the ability to make entirely subjective decisions which, if skewed will generate more money to meet targets, simply isn’t acceptable.

QUESTION. If a large group or even 3 to 6 motorcycles drive by in a group. Staggered all close together, all with loud exhausts how will you determine which one caused the noise...or even if it was just one in the middle of a group riding close together, how can you determine which one it was if they're all in the frame

Why not have them in bright yellow? If the objective is to increase reasonable driving in a particular area, surely making the cameras highly visible will assist drivers in recognising this

So it's completely subjective to the person reviewing the footage? And until a microphone array is used, a single microphone setup can't pin-point the sound source. That's just waiting for a court challange. If you're going to enforce this kind of stuff, in this manner, there needs to be a standard. X db was exceeded for Y period of time between 9PM and 8AM. Otherwise all it takes is the local Karren reviewing the footage and anyone in a car that isn't electric, is getting fined. Some camera angles are also very narrow. Take the footage at 05:07 of the black Lambo, the cameras barely cover 20 meters in each direction, there is space for parked cars and there is a junction where a car could be sat out of sight reving. Look at the graph below it, the db level is still high a long time after the car has left the frame. That is evidence a car well outside the camera frame could trigger a breach. "The sound happend as you pulled away"... "Prove it, I say the guy behind me dropped his clutch and reved." Sports cars are not the exclusive source of loud exhaust sounds and road speed is not an accurate indication of engine speed. Now don't get me wrong, I live near a busy road and think people who rev their tits off between 9PM and 8AM, are inconsiderate and should be fined. But this is open to far too much subjectiveness and with just one microphone, it is not as solid a case as I think this guy thinks, though he has a product to sell...

They seem to rely heavily on common sense of the operator/reviewer, that doesn't inspire confidence. Will these systems need calibrating to remain accurate enough to stand up in court? Sorry to all at Intelligent Instruments, but I can't see these devices succeeding unless they are maintained to an accurate level and each case is reviewed correctly, I feel stories of abuse from councils imposing fines incorrectly will have this system discredited and rejected.

Great video, but I feel like most of the questions should have gone to a council that uses the system rather than the manufacturer. It would have been nice to know more about the system itself. They say it meets Class 1 accuracy, but what standard manages that? What does it need to do to meet that Class 1 standard? What is the weighting used in the dB reading? How do you make sure background noises don't interfere with the reading? Microphones are very sensitive and hard to protect, how have you protected them against the weather? How often will the microphone be calibrated?

What happens when 3 modified cars come a long, one is revving and the other 2 are completely just driving normally. Do you fine all three as you can’t find out which one it is unless you know what a specific engine sounds like

Great video again George! Seems like valved systems are the next hot mod for aftermarket exhausts! Taken a lot of my worry away regarding my exhaust notes… excessive revving seems to be the real money maker for councils. Be interesting to see how downshifts do with the camera, but I guess it’s assessors discretion 😅🤷🏻‍♂️

I love this. Crazy loud vehicles, whether on cars or motorcycles, are annoying as hell and a public nuisance. Car enthusiasts who dig loud exhaust don't understand how it effects others or just don't give a toss.

I think a lot of people are missing the point here....the noise is indicative to the manner of driving... so yeh, its about the noise to degree, but also trying to discourage people from driving like dickheads. There are a few decent "super cars" near me which I've heard trundling along the road at 20-30mph behind someone else sounding a smidge louder than the average car... then I've also heard them screaming down the street... its simple to tell that they've accelerated hard and have exceeded the speed limit... so they've driven overly aggressively for a residential road, they've exceeded the speed limit, they've made enough noise to confirm their insecurities and small penis size and managed to piss off everyone in the area all at the same time.

Quite a simple task to provide RPM and cylinder count I'd have thought. It's easy enough for a sonarman. But the actual camera technology is good and would do a lot of good in the right hands. Thankyou to you and Reuben for the demonstration. As to the implementation for councils to just watch the footage and decide to fine any 'flashy car' in shot, with no factual boundaries in terms of decibel level, well it's open to abuse. I don't think that without the camera being able to determine which car is responsible, instead of some random person's subjective opinion, it should be used but at least that is being addressed. I appreciate that this isn't the intention of II or perhaps those who are initially trialling this system, but the problem is this *can* be used innappropriately, for example on sliproads for easy money, or setting arbitrarily low limits to effectively shadow ban performance cars in urban areas. The technology is very capable but there needs to be a clear set of ground rules for using it, in order to have the trust of the public. It's interesting to see the technology (I'd have preferred to see the 'shot tracking' mode displayed) but there are serious questions about this technology which need addressing before it can be imposed on the public.

I would assume heading to court with a DB level print out of your car at 2k-3k RPM or whatever showing it's within 72/74 dB (www.vehicle-certification-agency.gov.uk/fuel-consumption-co2/fuel-consumption-guide/cars-and-noise/#:~:text=These%20have%20been%20progressively%20reduced,(A)%20established%20in%202016.&text=When%20looking%20at%20this%20information,2%20dB%20(A)%20louder.) would be enough to get the fine thrown out since there's no rule or law saying on X road car DB level needs to be lower during whatever time. It would be impossible to prove the car being recorded has exceeded any type of rev limit to account for the noise since a rev limiter could be installed to prevent revs above 2kRPM which caused the rev limiter bang.

“Discretion of the operator” what a lovely term to be used in conjunction with a penalty notice. If I’m going to get a fine just for a loud vehicle (which is definitely the end goal for council’s) then I may as well do rolling burnouts everywhere and get my monies worth. 😂

So the fines issued by these cameras are purely subjective, a car can be totally within the legal limit but if a ‘Karen’ doesn’t like the car they can issue a fine. As if we’re not being watched enough as it is

If anyone doubts the accuracy of the mics then don't. While I was in the army they used a system developed by saab that worked on the same principle. Basically an aray of mics that once one has picked up the sound the others measure how long it takes to get to them and you can see where the sound comes from with very high accuracy. The army use it on the range. When the target is hit the mics pic it up and you look at a tablet screen to see where your rounds are falling. It's old tech these days really and it's tried and tested too.

The thing I don't understand about the ones that are being/have been installed on a stretch of the A4174 in Bristol is, yes, there's houses that back gardens literally end on the edge of the dual carridgeway, but because of the noise cameras, me and a few others I know have been going down the side roads that have basically those same houses on so it seems pointless when people know that the cameras are there, not saying my car is massively loud I mean i've owned louder cars but I just don't see the point in where they've been apparently installed

Literally drive it everyday, it’s stupid, they’ve only done it cause they can get lots of revenue from it, what I don’t get why buy a house next to a main road if you don’t like noise, same with people who buy houses next to airports and complain about planes. Good job, well done. Simply stated: we're not against you having a flashy car, just we don't need you showing off your s**t where we're trying to live our lives in the peace and quiet of our homes. I notice how much nit-picking is already coming from the drivers in the comments section... just go and do it somewhere else for F.S! As it happens, I live in France, so not yet directly affected by this technology or this impending legislation. I just don’t get how you can 100% say that it’s that certain car making the noise. Your just gonna have someone in a control room watching it back thinking that car looks like a “boy racer” and issue them a fine, instead of the old classic car on the same bit of road. If it’s up to there discretion 100% they will say it’s the “boy racer” and not the classic car.

What about kit cars? They have to be noise tested to be put on the road. They have to be under 107db. At 1/3 of max revs. So that's 2500 - 3500 rpm. Easily within normal driving.

The way this is currently being implemented isn't comforting right now. They are not placed in obvious places, nor marked out. The limit is seemingly arbitrary and down to the discretion of an operator. For things that have financial penalties attached some consistency would be much required. Maybe even a new "quiet zone" sign in zones where these are deployed just to make people aware it's particularly important to be quieter there. Feels like these have been rushed out due to complaints and not thought through how it can be implemented fairly to residents and drivers alike. The charger for example looked and sounded stock with a mild acceleration. There's not much the driver could do in that situation. It's imported.

Well I think this is fundamentally wrong he is say even stock cars can be fined that comply to the standards to be used on our roads 🤔 so in a situation when a car has to pull out quick from a junction etc it's going to make a far bit of noise I also do see how that stands up in court

So far they're in residential. But they'll end up being cash grabs on the backroads cause 1 person a mile and a half away from the road will be deemed 'residental areas' Seemed to be a lot of up to this person up to that person. No strict guidelines, just opinion, so one person having a bad day or someone who dislikes these cars are just going to be dishing out fines to cars driving away from lights, or cruising past with a vehicle designed to be loud from stock. If it's about sleep and what, but driving a motorbike at midday is going to get you fined not really consistent in the purpose is it?

Not sure how the fines with stand up in court if it is a subjective decision made my council staff, who may be bonused on the number of 'hits' from the system. Without clear publicly available guidelines to what times they will be used for and what dB levels they are classing as a breach It will be difficult to enforce. It will be up to the council to prove a breach has occurred and who has breached it, i'm not sure somebody's opinion will be enough.

What if an airplane flies overhead, directly over the residential area? Will you penalise the airline? I live in Cape Town, a few kilometers from the airport and the airplanes fly directly over my house and they make a huge noise, lol, just an example for you to think about.

As a petrolhead with a loud miata, even I can agree that lighting your tyres up and bouncing off the rev limiter in a straight-piped anything on a residential street at night makes you a shitty person. BUT these would put a lot of power into the hands of people who might just want to bust loud cars all day, whether they're respectful or not. They should be more well regulated than "it's up to the operator's disgression".

I ride a sports bike with a race can, more so for safety reasons of ignorant car drivers, I’ve also got an old skool 330 bmw with a tastefully modified stock exhaust, so yes I like the sound of a nice exhaust system, but ya know wot, there’s a time and place for these things, and unfortunately you have ya idiots that go around making excessive noise just to show off, especially in the rich areas of London with the millionaire boy racers who do things on purpose as they know the sound will resonate due to the buildings around them, and not everyone wants that type of noise, especially in the middle of the night, so how about show some common decency and respect for the people that live in those areas, when I 1st heard about these ‘noise pollution’ devices, I wasn’t for them, but after watching this video, it’s pretty much changed my mind

Contradictions here so if this is the authority on this new law I have no doubt each fine will be appealed. First of all it is said this will not be the reviewers opinion/perception and it is fact based then shortly after it is said it is the reviewers opinion. Sounds like this will be opinion based which is not water tight. There are too many variables where this could be wrongfully applied.
