Maybe their numbered by how many volts there are, like she is the fifth volt, 9 volt is the ninth and 18 is that, while 9999 volt is set in the future who knows. Or maybe they get the number depending at the age they're accepted to be volt, 5 volt was 5 years old when she was named 5 volt and viceversa with 9 volt being 9 nine years and 18 years for 18 volt to receive the volt tittle

But that artsyle made all the female characters look very samey; Like Mona looked like a completely different character and changing Ashley's red eyes is just wrong.
