Yuichiro is still the strongest hanma atleast for now. Or yuichiro could be strongest due to his age. We know hanmas have good genetics and characters in baki dont age normally simply because they have the will to live(Spec,Kaku, 80 year old guy who looked 22 because of his will to live and find treasure etc) But one thing to consider is that yuichiro never liked fighting and was peaceful which means he probably didnt even train that much and he even lost fights on purpose for money which made yujiro hate him. Or maybe its something like sayians where a hanma has to be pure of heart to achieve his full potential so baki might be getting there and so is yujiro(as yujiro seems to be getting softer as the manga goes on) In conclusion baki probably has higher potential then yujiro and will 100% surpass him As for yuichiro i dont really know but if we assume yuichiro is much older then yujiro and considering how fast hanmas grow and how fast yujiro and baki grew in power i think thats why theres a huge gap between yujiro and yuichiro. However baki is the main character so i think itagaki will give most potential to baki and place yuichiro's potential in second place and yujiro at third. (which is also more likely because emi's genes are perfectly suited for hanmas and baki has the demon brain, and we dont know if yujiro and yuichiro does. Also from all evidence it'd look like yuichiro has highest potential baki's potential is locked away like gohan's and yujiro had to kill his mom to bring baki's potential out and even then i doubt baki is accessing a quarter of his true potential and power)
