You missed out the Kakashi with Half Sleeved shirt in one of the Naruto movies.

Kakashi covers his face because "insert drums noises"...... The actual reason is because Kishimoto always loved that ninja have misteryous identities when met in person. But between themselves they know each other and have no reason to hide, which technically in Konoha everybody knows each other even if all of them are ninjas. But Kishi wished that there would be at least one character that never shows his face so that the mistery feature remains intact and that character was kakashi. Of course another reason why is because most manga writers want to find a way to make their drawing faster (that's how naruto running style was born. Easier to draw) and having a character with lots of screen time that requires less effort in drawing was a good idea.
