2 belief the jis wjh se public administration ek separate field of study bna - politics-administration dichotomy and Principles of Administration. But further theories ne dono hi principles accept nahi kiye e.g. Simon ne Principles of Administration ko "Proverbs" kaha. Fir Ye baat bhi samne aayi k Politics and Administration bilkul alg nahi hai. Jb field k basic beliefs ko nahi accept kiya gya, use hi "Challenge" kahte hai.
