He was an S-rank missing-nin from Sunagakure's Puppet Brigade and a member of Akatsuki, where he was partnered with Orochimaru and later Deidara.
He's abilities consist in control puppets. Using Hiruko puppet being inside of it, the puppet of the third Kazekage or controlling himself after he transformed his body into an alive puppet.
