This professor is correct! The funds or excess funds of Philhealth only belongs to Philhealth subscribers/contributors. The government does not have the authority to take funds from Philhealth.

Not for politicians, the fiscal management issue only applies for its citizens. How many of the our politicians became FILTY RICH just by becoming a government official? Just look at their properties(land, mansion, cars, etc.) and bank accounts...oops nobody can look into their accounts. At the end of the day, the PEOPLE will carry the burden and suffer.

Good point raised by prof magno. Why would you use the unused money from philhealth where in fact pandemic was a public health. Money that will be used in such crisis like pandemic must be taken from the budget of DOH.

Cielo said that duque did it right not tapping the unused funds of philhealth since it is a public health issue. They had to borrow the funds outside or tapped dbp since it does not violate the law. The issue that the interview try to portray is that recto try to use the funds of pholhealth to be put to the appropriate funds because they are short of a few hundred billions. They transfer the funds that supposedly appropriated to unappropriated funds. It is clearly fishy because it is wronh in the first place and the ayuda allocation si 500 billion and we are nearing the midterm elections. I think carmina should try to question the allegations of prof. Cielo and not blame past admins for the ahortcomings of the current admin.

The Philhealth fund was kept intact in order to help Filipinos w/ their regular health care needs, other than covid. But Philhealth, choose to withhold those benefits, & even increase the premium amidst the hardships people are experiencing due to food inflation. Para din ito yung divertion of funds, na nilagyan lang ng word na EXTRA to think that it is justifiable ang pag lipat nito. EXTRA MAGIC pala. No one in this world is allowed to touch those funds which is intended for Pilipinos Healthcare. To Secretary Recto, DOF issuance cannot be override the GAA. Why would the philhealth funds be rerouted back to National Treasury and only to be to other government agencies for other purpose? The subsidy to Philhealth is due to contribution for the coverage of the poor. After all, the subsidy was entailed for recovery of Philhealth during the pandemic. I remember that during the Philhealth became controversial due to its fiscal problem during the pandemic, particularly its inability to cover the demand during the pandemic which resulted in the massive fiscal review of DOF Secretary Dominguez by Du30's directives of which result led to the realization of the must-needed subsidy at that time. Hence, Duterte did not touch the ailing financial state of thr Philhealth instead subsidized Philhealth with attached conditions to broaden the coverage of Philhealth. Kudos to the fair and intelligent clarification of Prof. Magno. 👍👍👍 We need more resource person like her. 😎 I wish the Taong Bayan can understand this matter, ANC. ✌️
In addressing thr healthcare and food poverty, we should consider Universal Basic Income (UBI). Direct cash distribution allows for individuals to care for self rather than relying on currupt politicians and currupt data. In essence, UBI is an anti-corruption policy where no one is left behind!
