They buffed roger who is garp's rival and also the free ace luffy duo got a extra damage to marine buff. Not to mention that the theme of this anniversary is looking like navy bc of lucci and snake, and garp just did his galaxy impact in the anime so it can only be garp, it wouldn't make sense for anyone else.
