I watched the documentary released by NNPC, episode 1 and 2. The MD literally said "...what is left from the old refinery are just static equipments like Tanks, and metal frames. Everything else is state of the art, latest in the market". The MD said they have remodelled everything, adopt a modern day approach of refining, they have everything that can be found in a modern day refinery, the architecture of what is being done now is more complex than what we had before. that's what the MD said in the documentary. This man is making it sound like what they are doing is mere repair of the old refinery, patching old pipes and cleaning old plugs.

This is armchair journalism! What stops you guys from going to PH refinery in person, do all your findings and report back to us?

I grew up hearing billions being used for turnaround maintenance all the time. It’s ridiculous that we are still on this level. Simply put some people just want us to suffer.

There is an obvious lack of transparency in the turn around maintenance by NNPCL Why was the visit of the members of the Association of Chemical Engineers to the old PH Refinery (under reconstruction) aborted by NNPCL ? It will be necessary for the MD NNPCL to address the revelations made by Engr Ogedengbe on this TV programme Something is fundamentally wrong in the handling of the TAM contract Additionally the contractors need to shed more light on the work they are doing Why reconstruct the almost 60 years old refinery with outdated technology instead of rehabilitating the new refinery Is this not a rip off ?

The fact still remains that you can upgrade any refinery regardless of the age and configuration with the addition of new process units (CDU, VDU, NHT, DHT, SRR, CRU, FCC, SRU, and Isomerization unit) all depends, which particular refined products you want to target

We have been had by the same wise guys again. Same investors will never leave Nigeria. Nigeria is totally finished. We have been screwed over many times over.

So, NNPCL had been fooling us that the PH Refinery will operate by the end of this year. And they did not even tell us that they were reconstructing the old refinery. Now, someone should tell us why Melee Kyari should continue in his office.

You can see that our decision makers are our biggest problem. See the useless decisions that they're making. Why waste money on an old dead refinery? The parts to fix it are obsolete. Most of the OEM no longer exist, so those equipment can't be fixed.

Mr Ogedemgbe is 100% on point. Unless you are in the United States or other industrialized countries, with incredible "ON TIME CAPABLE MAINTENANCE", there is no way technically possible, to bring back a dead, moribund unit back to operation. It is such a crying shame for Nigerian government to continue lying to it's people. I am a Chemical engineer in the US with over 40 years of hands on, continuous experience. This nonsense, makes me very sick. It is not even worth commenting on this issue. Fulani hegemony has killed Nigeria.

The issues raised by Engr Alex includes engineering and environmental decision making that has been compromised by politics. Rehabilitating an old refinery that would not pass muster with modern environmental assessment is short term thinking. I agree the newer refinery has a higher capacity but may take a longer time but seems better from an economic, environmental and engineering perspective. In my opinion the latter seems better from a national perspective. I also found the repetitive questions asked by the anchors quite painful to watch. Some research by news anchors could be helpful.... I also advocate that the news organization have some info graphics constantly being displayed during the interview. Helps for retention so that repetition is minimal.

The fact that this problem has been ongoing for over 30 years as ge alluded, willl fly over Nigerians aheads to ask for Accountability on the budgets for those years and an investigation and prosecution

He's also saying half truth as the rehabilitation is comprehensive. The phase one is meant to fix the old complex while phase two will fix the new complex in portharcourt refineries. The fact that you're not granted access to the complex doesn't mean you should not tell the truth. I also strongly believe it cannot produce this December even if it's completed as it has to go through commissioning to test all units

Thank you Sir for your professionalism. Those modular refineries do not have critical unit operations equipment for refining crude oil to generate PMS. True, after mechanical completion, then your carry pre-commissioning of the process units and systems after which the commissioning and start up can commence. It appears that the December 2023 start up date may not be realised. The problem is that no value assurance assessments were conducted before deciding to invest to upgrade the 65k barrels of oil per day old Refinery. This would have tested the robustness of their decision to work on the old Refinery.

With due respect, if we are not talking about restructuring the current government system, we will continue running in one giant circle. Refineries are not the only industries that have gone to waste; steel, bauxite, textile, agricultural and many more. The government will finish us if we keep waiting. They are benefiting from this confusion. A lion will not hunt wen him don chop belly full.

It’s nonsense to suggest that restoration of PH refinery is not economical because it is mistaken to overlook or ignore the importance a functional refinery will have in the economic regeneration of the area and the country in particular given its proximity to the petroleum products. To elevate PH to its right status as economic hub a functioning refinery is important in the package. The suggestion that it’s not economical to have a functioning refinery in PH simply serves the geopolitical interests the proponents.

So, what happened to the $1.5b that was borrowed to fix the PH refinery in 2021? Where is that money? What is going on in that country, and why are we so quiet and docile?

What did Buhari achieved in Ajaokuta? Buhari is a gross failure. He spent Borrowed money fixing Ajaokuta steel plant that was built by a Ukrainian company in the former Soviet USSR. The Russian took over and still yet Ajaokuta was a pipe drain of federal government funding. The abandonment of the refineries is a crime by the Buhari led government.

If lead (plumbum) chemical material that has been legally prohibited is required in production of petroleum in the PH refinery, would such act not amount to breach of local and international regulations, given the hazardous nature of the element to human health and the environment? Are the operators of the refinery prepared to face the legal consequences of such decision to human lives and the environment?

Could it be choosing to work on the old PH refinery instead of the new PH refinery as he said is more complex was because reconstruction cost of the new PH refinery was many folds more than the $1.5 billion it’s costing to reconstruct the old refinery which the government then could not bear? It’s understandable the financial stretch the country grapples with, so Nigerians should not be misled of some conspiracy theories by the past government behind its decision to repair the old refinery.
