The $61bn was approved by the US Senate in late April. It's late May now. So it's only been one month. Moving substantial amounts of military resources take a lot of time, so the aid is only beginning to reach the Ukrainian front lines. It's quite possible that Putin's imperialism will make more advances before the aid really makes a difference.

The trouble with interviewing Ukrainian nationals about 3rd party politics in the west is that they seem to have difficulty distinguishing between Ukraine being at war and their western allies (not) being at war. Like with "protecting the property of oligarchs" thing, it's not that we are giving them special protection, but as part of our constitution we have certain protections in place for private property. We're not at war with Russia or in a state of martial law, so can't so easily cast aside people's rights.
