You can't insulate with a thin coating, because insulation value is proportional to the thickness of the material and a coating is of thickness 0 for the purpose at hand. You could possibly use a reflective material to reflect as much infrared as possible, for example by painting the rope with titanium oxide, but this would do nothing against an open flame or simply hot air / convection. There's flame retardants, but those only protect against the material self-sustaining a fire, and if you heat a rope enough for it to start burning itself, it's already dropping you to the ground anyway. The only thing that could possibly work would be to have a material coating that changes phase. For example, aviation black boxes have some water in them, while it's boiling up it keeps the temperature of the box at 100⁰C. There's several problems though. First, it's not clear what material could have the desirable property without imparting negative ones. Second, the amount of protection would be proportional to the mass of that material, and thus unlikely to amount to much. Third, a rope can break at any point, and when heat affects just 1% of the length, the remaining 99% of the coating does absolutely nothing. The only solution is to use rope materials that are certified to resist to heat in the first place. There's many technical polymers such as polyimides that can withstand 100s of degrees, though they might not all be appropriate for making rope. But I'm sure firefighters use materials that are certified for some amount of heat resistance. edit: the Petzl rope is made from aramid. Melting point is >500⁰C

The rope has a higher heat resistance temperature. It only has to withstand slightly more heat than a fully suited firefighter can handle and last long enough for the firefighter to get out and down.

It's based of the same mechanism as a grigri. If you look on petzls webpage you will see that the majority of their devices look like big or small funny shaped grigris. The I'D, Rig , grillon, grigri and exo all work and are designed on the same premise. It's not a bad thing.
