In unofficial pack there are modular apartments. They are really good but bit expensive. They provide 14 resident slots when they are upgraded to max and cover only 3 hexes. You can build 3 of them and get 42 resident slots which is most resident slots you can get in 10 hex space cause normal apartments provide only 24 and they cover 10 hexes. Only downside is that Modular apartments cost more because you need to upgrade them 3 times to get that 14 resident slots
