There's no single model of aerodynamic lift that requires that the airfoil be curved, or to have thickness. A flat board can and will generate lift, just not very well, because as the angle of attack increases, the airflow will separate and stall above/behind the leading edge. The curvature of an airfoil is really there to delay the onset of that stall at higher angles of attack, and shape varies depending on the speed and loading. There are also plenty of single surface curved airfoils, and their main issue is that they generate a lot of lift at low airspeeds, and become extremely draggy as you try to go faster (and generate a large forward/node-down pitching moment). For a ground effect vehicle this is somewhat mitigated because most of the lift is generated by creating a bubble of high pressure air between the airfoil and the surface. You're riding around on a cushion of air, rather than relying on it to be driven downward from above as a conventional wing does out of ground effect.

From what I understand, it's USCG. You do not need to be a pilot to "fly" a WIG (wing in ground effect) vehicle. Of course some common boating rules apply to them that probably don't need to (like no many wake zones).
