Fun fact: this video is edited on a Late 2011 MacBook Pro running Mavericks with Final Cut Pro 7, it wasn't a great idea and I nearly give up.

You can also do this with a Linux theme pack called "xfce-winxp-tc" a Windows XP total conversion pack for the XFCE desktop environment. And unlike this Windows 10 build, Linux will have up to date security patches and other updates.

I would be very interested in this, if it used the "Windows Classic" theme from XP as it's desktop theme & Explorer look as it's basis. Never cared much for that weird default theme, so I lived on the Windows Classic theme.

I prefer the Window 7 Mod based on Windows 10 IoT Enterprise LTSC which get updates up to 2032... damn, Windows 7 dies for me twice :c

If you're talking about Windows XP designed for modern computers, then the answer is unlikely. Although it's possible somewhat with bazillion patches under-the-hood, but it is unlikely to get it running on modern hardware (2020 onwards)
