DTAA's are intended to make a country an attractive investment destination by providing relief on dual taxation. Such relief is provided by exempting income earned abroad from tax in the resident country or providing credit to the extent taxes have already been paid abroad.
Helpful Video. I think DTAA also works for Indian RU-vidrs earning US Income in India. Indian RU-vidrs have to pay 15% tax for US Earnings (it gets deducted by Google from monthly income). So, I guess they don't need to pay tax in India for the same US earnings because they have already paid it every month (which gets deducted by Google every month).
