I can help - I was stationed there 1977 to 1981. At 9:00 EPMAC means "Enlisted Personnel Management Center". It was a Navy Personnel center with huge computers on the 4th floor of the building closest to Poland Ave. Computer room was on the side nearest the river, on the 4th floor. Center building was parking. Last building had a cafeteria on level 2 if I remember, although it could have been in the center building.

My father was in the Portuguese navy, and during the 80's the portuguese navy ship he was stationed in made alot of travels to USA because of NATO, he always tells the story of how he and some of his colleagues got lost inside a single US Navy building in New Orleans during the Mardi Gras, he says the building was so massive that looked like a city. The other day I saw this video and I keep telling to myself "This must be the building my father is always telling he got lost in", so last christmas night I showed this video to my father, and I must say he just gasped.

I've been to that facility multiple times (2007-2008) when I was a contractor working for the USAF. I remember it being one heck of a big complex and the people was very nice to us. That door you couldn't open I thought that was to the freight elevators. I had no ideal the base was no longer in use. It really is sad to see it's been destroyed.

This is the Dalphine Street complex on the East Bank in New Orleans. The West Bank Side, not shown in this video is now a Federal City and is still quite active. The US Navy moved the Reserve Personnel and operations from the East Bank Side to Norfolk Va and I think the Detailers to Millington Tennessee, due to the old buildings heavy maintenance costs and the crime ridden area around it. While I was in the Navy I used to visit these buildings once a year to do audits. Sarcastically these buildings were known, by those in the know, as the "Puzzle Palace" because it was really hard to find who you wanted to find and easy to get lost in. LOL These buildings were used by the US Naval Reserves as the Headquartes for the Reserves, CNRF, Command of Naval Reserves and Reserve Bureau of Personnel. The Reserve BUPERS is the place you would have to call to get orders for your next duty station every four year, or Detailers as they were known. Most people didn't know that 25-30% of all Reserve force for ships and reserve squadrons are active duty 365 time a year. They used to be call TAR's Training And Administration of Reserves. TAR's were needed to maintain the ships and aircraft for the reserves to come and train on once a month. You can't just let an airplane or ship sit there for 28 days doing nothing and expect it to be in deployable or flyable condition. So they had Active Reserves maintain them. Bickering over funds between Regular Navy and the Reserve Navy eventually did away with the TAR program. I've been told all the reserve aircraft and ships are now maintained by the regular navy by personnel assigned to the squadrons or ships called FTS, Full Tiime Service. Ironically, I was told by early Reserve Officers in the early TAR program that the TARs came about because the Regular Navy started to neglect Reserve assets, which led to the lack of air support over the USS Pueblo. The Reserve Aircraft although deployed were short on parts and not mission ready. So now we're possibly going back to that situation again. Anyways back to NSA New Orleans East Bank, back then in the 90's and earlier the Reserve Detailers basically held your livelihood in your hands. They could send you to Shore Duty on land like Hawaii, San Diego, Florida, Europe or Sea Duty on a ship, a Deployable Squadron or some obscure place like Adak Alaska, even if you were married or had kids. There were rules they had to follow but basically you were at their mercy. Although portions of these buildings are pretty run down they have a real historical meaning to thousands of people who have been deployed by the CNRF who once resided there. It's a shame to see such important history rot away like that. That Cafeteria shown at 16:57. I've actually eaten there in the 90's when I had to visit the commands there. I was there from 2006-2009 with the Navy, and then briefly again in 2011 with the Marines when they moved. I left my old 'Game Wave' game console in a 3rd deck office in the Navy half--The one with a roll-up service window. I wonder if it's still there. A shame to see it this way, it's a very sturdy building.

Damn that’s crazy after it shut down I worked as a armed security guard. It was a huge place to explore when we would check the buildings and so much stuff was left behind. Sad to see it in that bad of shape but I actually liked that job...

It was only abandoned in 2011; I'm amazed at how the complex got trashed in so short of a time!

When you went to open the door and see if there was a raging fire behind it, if you ever suspect the possibility of a large fire behind a door you should feel the handle with the back of your hand to feel for heat, otherwise you could have a backdraft that flash thru the opening and get you.

That's the whole deal with abandoned military facilities. The sites are enormous and look interesting, but the government stripped the buildings of everything of actual interest before they were vacated. Scrappers took the rest, and what remains are just huge gutted shells.

That was a Humvee door on the roof in the beginning, a front driver side door.

Love the Fairbanks scale! My husband's family are the Fairbanks scale inventors. It's so sad to see our once great military bases trashed and vandalized. Why they leave good furniture and useable things behind is just wrong.

Wow, I can remember going to that base to pick up my car when I transferred from Hawaii in the early 90s. I didn't even know it had been closed down. Sad how quickly it has fallen apart.

I was a Lance Corporal in the Marine Corps stationed here from 2007-2009 in the building furthest from the gate . The Headquarters for Marine Forces Reserve was here, I worked in the Combat Camera Shop off the back loading dock. I can’t believe it had gone down hill this much.

Went to new orleans recently and I've just became so interested in the abandoned places that town has to offer

So many familiar offices and rooms and it's all just a faint, but good memory of friends and service to Country.

I did engineering work here in the 1980's, mostly trying to repair some of the wharf buildings on the river. The wharf areas were not in the best shape, but were definitely usable. The whole complex had quite a mysterious feeling to it, even in the 80's. I would guess it was about 60% occupied at the time. I was told that during the Korean and Viet Nam wars, it was a major supply base and transfer base for supplying the Navy around the world. [I thought that was funny, because I never remember any anti-war protests here, probably due to ignorance about what was really going on inside.] Also Navy personnel could have their cars shipped overseas and returned here - and that was another purpose for the parking areas. The buildings are built like a fortress or even a brick ....house. They could easily be turned into inexpensive housing, (create large light wells in the middle), but that will never happen. It's always condemned - that we are building an instant slum.

This is amazing. I used to always drive by this building to and from work everyday when working in the city. Never thought about trying to explore the inside of it. But, it's in a district known for grafitti artist and they used to have security out there patrolling. I'm glad y'all did a video on this.

My mom worked here in the 90’s. I used to come with her to work for the summer camp on the West Bank. The kids for camp would meet in the cafeteria and go down to the river to take a boat to the Algiers base. I also enjoyed going down the ramp on the parking garage too. The area around the base was sketchy all my life and has only gotten worse. You can’t even go there now. It is an area of lawlessness.

Never underestimate the amount of damage the citizens of New Orleans can do. Being a Personnelman in the early 90's, I sent a ton of my separation and retirement paperwork to these guys. At least I didn't see my dd214 casually laying on the ground in the video.

My grandfather worked as a civilian contractor in the Cal Lab at this navy base in the 90s. I have been there plenty of times back before it was ruined/abandoned

My Grandma was born and raised in New Orleans and my Grandfather was in the Navy! I'm so happy I saw this! I know where they met! It saddens me it's abandoned! A piece of history abandoned!

@theproperpeople y'all should investigate the movie theater in New Orleans east off of I-10 behind the Lowe's and the abandoned hotel off the I-10 off chef menteur hwy. Those would be nice to see inside there.

EPMAC = Enlisted Placement Management Center. I was a Placement Specialist there from 2000 to 2002. I terminated my last year of shore duty there after 9-11 to go back out in the real Navy. EPMAC was the U.S. Navy's advocate for each command around the world. Manpower levels were reviewed, studied and scrutinized to make sure Navy Detailers were filling the proper positions with what each command needed, on-time, to keep them at a certain level of readiness to support continuous operations globally. The buildings used to be quite nice...

I've lived in New Orleans my whole life and I used to live on the active Navy base in nola but I never knew about this place or that it was abandoned. It's really cool to see this.

It's definitely sad to see people destroy a perfectly good and very, very expensive building like that. Quite frankly it pisses me off.

I was stationed in New Orleans for quite a while. I did 4 years at NSA New Orleans. I was stationed at CNRF (which owned the CNRF Theatre in the video). I went to many meetings in that theatre, ate in the cafeteria, worked out in the gym. My office was right down the hall from the gym. It was truly heartbreaking to watch this video. I have a lot of memories in this building. Most of them are good. They called it the Puzzle Palace. My office was "purple" so we called it the Purple Puzzle Palace. I was able to follow you guys on your trek, thru the buildings, having made some of the same treks myself. I had heard they were going to repurpose it, but I never heard whether or not it was. I guess this answers that question.

I worked in the first building you went into, from 2003 to 2007. It was the HQ for Marine Forces Reserve. It contacted our HQ as well as the HQ’s for the 4th Marine Logistics Group, the 4th Marine Division, and the 4th Marine Air Wing. The first floor was the medical clinic, the admin center, a gym and locker rooms and some supply storage. The second building was a parking structure with a dining facility, and a retail shop on the first floor. The last building was the the HQ for the Commander Naval Reserve Forces or CNRF (ComNavResFor), the Military Entrance and Processing Station (MEPS) and the HQ for the Marine Recruiting Station New Orleans. The Navy command evacuated for Hurricane Katrina and never returned. MarForRes eventually built a new HQ across the river where they are still today. These buildings were originally built as ammo depots during WWI and is known in NOLA as the POE or port of embarkation.

Chief of Naval Reserve HQ used to be in this facility. The complex was traditionally known as "Port of Embarcation." My dad was mustered out of the navy at this facility in WWII.

Oh sick you guys were in NOLA?? I've known people who have explored there as well as the abandoned six flags and stuff, really sad to see it in such bad condition now. There's lots of butiful abandoned places around Louisiana, especially in New Orleans and Baton Rouge (Where I'm from). Hope to see more of it from you guys!

Never seems to stop the feeling that, what once was, was the best. All the places that you go, as in this facility. All the people it took to build, then employed there, such a productive period. America was was never more at its production than from 1900-69. America working with and for America. All that gym equipment... tax payers paid for, and is just left to rust. No accountability. Now a shelter for the truly lost and forgotten. We just don’t care. If we don’t change our way, we’re looking at a bleak future in this country.

WOW I was station there at EPMAC too from 2001 - 2004. Those ships are USNS Sealift Command, they rarely move unless it's a bad storm. They're basically grey buildings in New Orleans but has nothing to do with active duty Navy. NSA East Bank was a good place to be stationed, good food in the neighborhood from Jack Dempsey to corner stores that made the best Shrimp Po Boy I've ever eaten. The walkways was how you got from the parking garage to the first building that had all the Marine and Navy commands. The other building on the other side of the parking garage was supply, I don't remember going in that building a lot so I don't remember what's exactly in the building. Hurricane Katrina changed a lot in New Orleans. I hope they do something with that building soon it has a lot of good memories.

So weird, I was there from 99-02. My last day was a ceremony in the CNRF theater in 06-02. I worked directly across the hallway in the CNRF CTPL Library. I was on loan to CNRF CTPL from MARFORRES 4th MAW. The nostalgia and eerie sinking feeling that the facility is in that condition is crazy. I used to workout in the gym every morning and spend time in that sauna on a daily basis. Thanks for the walkthrough!!!! This is unfortunate, but means a lot!!

It's always amazing how the US Government abandon buildings like this one and leave stuff in perfect condition like the workout equipment. It could have been moved to their new building. But since I'm a retired Army Attorney I know once the personnel moved they got new equipment. Typical US Government WASTE FRAUD ABUSE!! Remember people this is YOUR tax money at work!!

Before hurricane Katrina (2001-04) there was an old abandoned building in the Bywater on the corner of Charters St. and Piety St; it was only a few blocks from the Naval Base. Locals called it the Ole 49th because it had been a television/news station. Gutterpunks would always stay there. The inside of the building was like a maze full of rooms and hallways. I remember staying there myself in a downward spiral time of my life. The place was extremely mysterious but was a haven for street people. There was an upper-level floor that served as office spaces. In the winter of 2001, I remember a metal drum that was used as a heater. A makeshift exhaust was used to direct the smoke up through the ceiling of the second floor. We would throw anything in the drum we could find to stay warm. I'm not sure if the smoke you smelled was related to the burning trash, or whatever it was at the beginning of the video. But since it looks like this video was taken during the colder months ("colder" here meaning anything below 65F), it may have been someone trying to stay warm. I'm really surprised you didn't run into anyone staying there.

Y’all are brave! NOLA is scary!! My parents and I lived very close to this Marine/Navy Base in Belle Chasse. The jets flew over every morning when I was a baby. It would literally rattle the windows. My dad said I would scream from the noise. Then I got used to the everyday schedule. That was in 1977-1979.

Vandalism, it's such a shame. I'm sure this would have been a much more interesting if those kind if people would stay away. I can't believe a fire was started while inside. What kind if please do people get from ruining these kind of places?
