As far I know there is no ready to use tool at this moment, you going to needs few different python libraries to handle the tiles, the metadata, and the other stuffs, After all, tpk is a proprietary format, it is hard to made them without involving arcgis desktop/pro

The output of the pan sharpening in ENVI should be in ENVI format, not mtl anymore, and it should be already stacked,
